UPDATE - The article is published or was already published and now editorial has made a change and republished it
Note: When a new taxonomy topic tag is created and applied to one or more aticles, you will receive an update notification. You will not see a change to an article’s topic tag taxonomy unless you are receiving Enriched Content. A change in metadata is just an example, as there may be many different kinds of updates that don’t make a difference to the API in use, such as internal fields, etc.
